Heading DowntownWelcome to the project website for the Central Virginia Long Range Transportation Plan, year 2035 Update. The CVMPO (Central Virginia Metropolitan Planning Organization) has started the process of updating the region's long range transportation plan (LRTP). The process entails a comprehensive evaluation of transportation needs across all modes of travel and includes an extensive public and stakeholder outreach program.

The Lynchburg region has experienced consistent growth over the past years and is expected to continue this trend into the future. This growth requires additional transportation system capacity to continue to meet the demands for the movement of goods and people. As we update the list of the region's long range transportation needs, it is imperative that we hear from as many citizens and special interest groups regarding your vision for how to accommodate future travel demand across all modes (vehicles, walking, biking, transit, freight movement, airports) of travel. This website provides an opportunity to share information with the public and also to gather feedback in the form of comments and suggestions as we proceed through the project.

Project Overview/Objectives

Historic AmherstThis LRTP update effort will be a little different than past updates in that the interaction between land use and transportation needs will be examined through a process referred to as Scenario Planning. Using regional growth projections, this process measures the “trend” scenario, based on current comprehensive and land use plans, against alternative scenarios for allocating land uses across the region. The process is driven by the values and vision expressed by the public and stakeholders through the public participation process. The alternative scenarios are measured against the trend growth scenario using such measures as total transportation system investment needed, total vehicles miles traveled, total land area consumed by the growth, and other measures deemed of value by the public and stakeholders.

At the end of the process, the list of transportation needs will be updated based largely on the trend growth scenario. In support of the preferred scenario, recommendations for goals, policies, and design objectives will also be developed and documented. The preferred scenario plan, with supporting policy recommendations, will be useful to inform future updates to the comprehensive plans, which will then be considered in the next round of the long range transportation planning for year 2040. Hence, through this process we start to carefully examine and measure how coordinating land use and transportation planning can result in a more efficient transportation system.
